With reference to Major General Gascoigne's letter No: 49/78.2/26 of the 1st instant, covering a despatch written by him to the Secretary of State for War respecting the land required by the Military Authorities at West Point Battery, of which letter and despatch, I enclose a copy, I have the honor to transmit to you the enclosed report of the D.P.W. on the value of the land in question which evidently is not realized by the G.O.C.
